Interim relief was declined because, on balance, the applicant was not so prejudiced as to require interim intervention (he could continue to litigate using handwriting), and the Court would not override prison management discretion and resource and safety considerations pending full disclosure and final determination; although the policy challenge has some prospect of success the threshold and discretionary balance did not favour interim access to a computer.
