Restoration was ordered because PRI had been a party to live Employment Court proceedings and there was evidence raising a real question whether it was carrying on business at the time of removal; removal impeded proper adjudication and enforcement of legal obligations. Section 329's text and purpose permit restoration to enable pursuit or enforcement of legitimate claims, and the Registrar did not oppose restoration; accordingly it was just and equitable to restore PRI under s329(1)(a)(i) and s329(1)(b).
