Interim relief under s15(1) was refused because it was not reasonably necessary to preserve the Trust Board's position: the ratification processes demonstrated clear iwi support for the Deed of Settlement, the intra-iwi divisions predated the application and were unlikely to be cured by delay, and the prejudice to Ngāti Paoa and third parties from halting the signing outweighed the Trust Board's asserted interests.
