Preventive detention was imposed because statutory preconditions were met and the Court was satisfied on reasonable grounds that the offender posed a high and ongoing risk of committing further qualifying sexual offences if released; prior patterns of stealth burglaries for sexual offending, repeated breaches of supervision, high actuarial risk, failure to genuinely engage with treatment, and lack of remorse made a finite sentence inadequate to protect the community; minimum non-parole period set at five years.
