Appellant unreasonably failed/refused to comply with his signed IRP by leaving New Zealand to pursue wheelchair tennis despite clear notification that attendance at specified medical rehabilitation (Burwood Pain Clinic) and participation in the IRP were mandatory; under s73 the respondent was entitled to suspend weekly compensation and the independence allowance for that noncompliance, so the appeal is dismissed.
