On the balance of probabilities the appellant did not establish that a replacement or modified vehicle was necessary as a direct consequence of his personal injury and of a type normally provided by a rehabilitation provider; standard vehicles meet his needs and ACC lawfully exercised its discretion after weighing rehabilitation benefit against cost, so the decision to decline assistance was correct and the appeal is dismissed.
