ACC's contribution of $13,500 was a lawful exercise of its statutory discretion because that sum could procure a vehicle meeting ACC's published specifications (<=10 years, <=100,000 km), the assessor's recommendation was guidance not mandatory, cost‑effectiveness and the claimant's limited remaining driving life supported the contribution, and therefore ACC met its obligation to provide Transport for Independence; appeal dismissed.
