The respondent failed to adhere to the mandatory Procedure and principles of natural justice by certifying the appellant for assessment before implementing vocational rehabilitation, by failing to properly consult the appellant during the second round of assessments, and by producing defective WCAP documentation; those procedural failures rendered the capacity-for-work determination invalid and required revocation and reinstatement of benefits.
