The Court allowed the appeal and quashed the review decision and the Corporation's December 2012 determination of vocational independence because the weight of medical evidence (notably Dr Rajapaksha's detailed assessment) established that Mr Brooks could not reliably sustain 30+ hours per week in the nominated jobs, rehabilitation and pain management to date had been insufficient and objective functional capacity evidence was lacking; accordingly the Corporation must restore entitlements and provide focused specialist rehabilitation.
