Because the appellant had been medically cleared to return to normal work on 27 January 1999 and the 6 February 1999 incident involved an intervening external event (friend grabbing his arm) that partially reopened the wound, the judge found the 6 February event was a new, non‑work accident distinct from the 18 January work injury and upheld the Review Officer's decision; appeal dismissed.
