Defendant pleaded guilty to importing 110 kg of methamphetamine; applying Zhang band five and assessing the defendant as occupying a lower-level significant operational role, the Court set a starting point of 22 years, reduced by two years for personal factors and 4.5 years (around 20%) for the guilty plea, producing an end sentence of 15.5 years' imprisonment and imposed a minimum non-parole period of seven years (around 45%) because release after one-third would be insufficient to denounce and hold the defendant accountable.
