Court found the original charitable purpose remained valid but had become impracticable to effect because of an insufficient applicant pool and consequent accumulation of funds; the proposed amendments (nationwide catchment with Bay of Plenty preference, inclusion of undergraduate study with preference for post-graduate, and reduction/removal of academic panel) preserve the charity's purpose and facilitate administration and therefore the scheme was approved under Part III of the Charitable Trusts Act 1957.
