Security for costs was justified because the claimant's case was weak on available evidence, he had a history of adverse costs and limited means, and he failed to produce key documents; therefore the Court ordered security totalling $40,000 ($20,000 against first and second defendants and $20,000 against third and fourth defendants), stayed the proceeding until payment, and ordered initial disclosure of specified documents within 20 working days.
