The plaintiff, Mr P, is not an aggrieved person under the HDC Act because he was not a consumer with rights under the Code nor in the shoes of the primary consumer; extending aggrieved person to include derivative or secondary consumers (fathers) is unsupported by the statutory scheme and would create practical and principled difficulties. Consequently Mr P could not have succeeded before the HRRT and suffered no compensable loss from counsel's failure to file the appeal.
