Registrar's refusal to dispense with security was upheld because the appellant did not demonstrate impecuniosity in the relevant sense given disclosed property equity sufficient to raise the required sum, the appeal did not raise issues of public importance and its merits were weak, and security was necessary to protect the respondent.
