The Registrar's decision dispensing with security for costs was quashed because the Registrar erred in her merits assessment (including a mistaken assumption about the timing of the act of bankruptcy); the appeal has little or no prospect of success and is not one a solvent appellant would reasonably pursue, therefore security for costs is justified and must be paid ($6,600).
