Court refused the declaratory judgment because the Child Support Act provides statutory mechanisms (objection, departure, appeal) to determine parentage and liability, birth register entries carry prima facie evidentiary weight and statutory correction/review mechanisms exist, and a declaratory judgment would not alter the existing assessment of liability; accordingly discretion under the Declaratory Judgments Act was exercised to decline relief.
