The appellant failed to produce contemporaneous, direct and relevant medical evidence to establish on reasonable grounds that his vocational independence may have deteriorated between 6 April 2005 and 19 October 2005; therefore s109(2) reassessment was not triggered and the Corporation's decision was upheld.
