Court held that the Kaiwhakahaere Kaupapa (general manager of the directorate) had authority to terminate Ms Hall's retainer and the 13 March 2003 termination was effective (no implied authority to continue instructions); however the District Court judge exceeded jurisdiction and breached natural justice by making unpleaded adverse findings of professional misconduct about Ms Hall, and those specific paragraphs of the District Court judgment must be quashed and suppressed.
