On the evidence, including multiple specialist reports and a Branch Medical Advisor opinion, the appellant failed to establish a causal link between the 1994 accident and her current incapacity or that the requested surgery was primarily due to the covered injury; the reviewer and ACC were not in error and the decisions declining reinstatement of weekly compensation and funding for elective surgery were justified and lawful.
