The Court held the Corporation's decision to provide 2 hours home help per week was reasonable: the assessor's recommendation was within the scope of reasonable assessment, the assessor and Corporation adequately considered the clause 17 factors and alternatives (including training for independence), there was insufficient evidentiary basis to conclude the daughters were incapable of basic household contribution, and there was no improper delegation of discretion to the assessor; accordingly the appeal was dismissed.
