The application is dismissed because the altered unlock hours constituted an operational prison management decision rather than an unlawful deprivation of statutory minimum entitlements or a disciplinary forfeiture of privileges; the temporary change in hours lasted effectively one day and was therefore moot, and the prison and Inspectorate processes, including assistance and investigation, did not breach statutory requirements.
