The Court was satisfied on the material before it that initial interlocutory orders should be granted to set a timetable, permit limited service dispensation, require specified disclosure and distribution of Shareholder Materials, impose confidentiality on certain exhibits and regulate who may appear at the final hearing because the application was carefully prepared and appropriate safeguards were in place to protect affected persons and market disclosure obligations.
