The assessor, a qualified occupational therapist, conducted the required consultation and exercised objective professional judgment in assessing home help needs; absent expert evidence demonstrating the assessor's judgment was flawed or a failure to consult or exercise discretion on a wrong principle, the Court will not substitute its view and must dismiss the appeal.
