Because there was no evidence identifying the specific place (beyond the country of Fiji) where the injury occurred, the statutory requirement in s28(1)(a) that the person be at 'any place for the purposes of employment' could not be satisfied; accordingly the claim failed as a matter of fact and law and no question of law arose to justify leave to the High Court.
