On review and on appeal the Corporation established the original grant of cover was clearly wrong because the evidence, including inconsistent and contradictory accounts by the applicant and supporting hearsay material, showed he was on holiday not engaged in work in Fiji; the description of 'place' as 'Fiji' was insufficiently particularised but that point was moot because there was no proven nexus between any place in Fiji and employment, and therefore the application for special leave was refused.
