The Court found an unresolved and material dispute about the history of onset (whether prior heel pain existed); because key medical opinions relied on that disputed history the Court could not confirm ACC's revocation of cover. Accordingly the review decision was quashed and the matter remitted to ACC to reconsider and issue a new primary decision addressing the history and whether the condition arose from an accident under s25.
