CPP meets both the contingency and administration limbs of s70 (it provides for old‑age contingencies and is administered on behalf of the Government of Canada) and the appellant's wife's CPP is not a Government Occupational Pension under s3 because CPP is not paid by or on behalf of government by reason of government employment; therefore CPP payments are deductible from NZS under s70.
