Medical reports of 9 May 2005 and 28 June 2006 and correspondence of 25 August 2006 did not constitute a claim for cover for mental injury under ss48 and 52; the first valid claim was the email of 1 November 2007, therefore the mental injury component of the independence allowance is payable from 1 November 2007 and the review decision of 20 April 2011 is upheld.
