Given unanimous specialist medical opinion that there was no evidence of tenosynovitis/synovitis, ACC was entitled under s117 to be not satisfied that respondent remained entitled to benefits and lawfully suspended entitlements; a new or different diagnosis cannot be substituted for the deemed covered injury without a new claim under s20.
