The court applied Cullen v ACC: s252's deeming of WINZ payments as payments of compensation means interest under s114 is payable only on the shortfall not covered by WINZ; the earlier payment of $6,661.17 was correctly paid as interest for a specified period and cannot be duplicated; no costs are awarded because the appellant did not incur a demonstrated liability to a paid advocate and the assistant functioned as a support person.
