The 5 October 2007 letter did not determine any entitlement or claim matter within the statutory definition of 'decision' in s6; it was administrative correspondence about meeting arrangements and support personnel, therefore the Reviewer correctly concluded he had no jurisdiction under s134 to review it and the appeal is dismissed.

The Corporation's refusal to make an ex gratia/discretionary payment was not a "decision" under s6 because ex gratia payments are not statutory entitlements under the Act; therefore the Reviewer and District Court had no jurisdiction to review or entertain an appeal and the appeal is dismissed.

The District Court confirmed the Reviewer was correct: the 12 March 2007 letter did not constitute a decision under s6 of the Act but was administrative advice in response to a request, and therefore the appeal is dismissed.

Section 133(3) authorises variation of a review decision only by agreement of all parties; the absence of agreement is not a "decision" as defined in s6 and therefore cannot be the subject of review or appeal; accordingly the court had no jurisdiction and the appeal was dismissed.
