A minor relocation of the tavern to a nearby corner site did not constitute a change of 'venue' for the purposes of ss 92-94 of the Gambling Act 2003 because the relocation was minor, the tavern's name, ownership and management remained the same, the public would regard it as the same venue, and the statutory context (including s 65) and legislative purpose to control growth of gambling support treating 'venue' as broader than a specific address, thereby preserving the existing licence entitlements.
