Section 134(1)(b) does not provide jurisdiction to review a draft IRP because an IRP is not itself an entitlement under s69 and s134(1)(b) is limited to delays in processing claims for entitlements; the statutory mechanism to obtain a review of plan contents is clause 9 once a plan is agreed or finalised, therefore the appeal is dismissed.
