The decision that the appellant was vocationally independent on 31 October 2011 was upheld because the vocational independence process and medical assessments (notably Mr Kelman's 13 October 2011 VIMA) were robust and consistent with prior evidence, the appellant possessed transferable skills, and the marked medical and psychiatric deterioration occurred after and could not have been reasonably foreseen at the time of the decision.
