No reasonable evidence showed the appellant's capacity for work had deteriorated since the prior determination; the medical reports did not demonstrate deterioration or a psychiatric condition directly caused by the covered shoulder injury, therefore the respondent's decision not to re-assess was reasonable and the appeal is dismissed.
