The Associate Minister's recommendation to remove the applicant was unlawful because he was not adequately informed of, and did not consider, material submissions and countervailing factors, and the process lacked sufficient reasons and breached natural justice; accordingly the recommendation was set aside and the matter remitted for reconsideration consistent with the judgment's guidance.
