The appellant failed to establish, on the balance of probabilities, that return to Bulgaria would expose the child to a grave risk of substantial physical or psychological harm or otherwise place him in an intolerable situation; generalised reports and allegations of corruption did not prove a systemic failure of Bulgarian family law and the Bulgarian Central Authority's affidavits and existing legal remedies demonstrated that the home forum could address the risks, so the Family Court order for return stands and the appeal is dismissed.
