Clause 88(1) must be read to deem the applicant's valid and current Cook Islands full licence to be a New Zealand licence for the classes entitling him to drive a car and ride a motorcycle; that deeming operates despite his prior New Zealand learner licence and continues until he obtains an equivalent NZ licence or for 12 months after return. The court will not 'look behind' the foreign authority's valid grant where its law requires proof of competence.
