The assessor had the necessary records, conducted measurements and correctly applied the AMA Guides to convert finger/hand impairment to WPI resulting in 9% WPI; conversion of the competing expert's measurements produced 8% WPI, both below the statutory 10% threshold, therefore the appellant is not entitled to a lump sum and the appeal is dismissed.
