The Commissioner was entitled to pursue adjudication because the judgment debt remained unsatisfied; the Commissioner, as the successful party, was awarded costs on a Category 2B basis notwithstanding representation by in-house counsel; the costs claim was adjusted to exclude the sealing disbursement and fixed at $3,720 inclusive of disbursements, subject to confirmation of actual costs by memorandum before the order is sealed.
