The Court held there was jurisdiction because LH breached clear parenting orders by failing to deliver the child on three occasions and, applying the mandatory welfare inquiry afresh, admonishment was an appropriate and proportionate enforcement response to protect the child's interests and deter further unilateral interference with contact arrangements.
