The assessor's application of the AMA Guides produced a reliable medical impairment rating (5% whole-person impairment); the factual inaccuracies complained of were peripheral to the impairment determination and did not demonstrate assessor prejudice or procedural unfairness; the assessed impairment is below the statutory 10% threshold for independence allowance and below the effective threshold given prior lump sum payments, therefore the decision denying the allowance is correct and is confirmed.
