Section 70B is not limited to a particular type of benefit or to situations where both parents receive the same benefit; it applies to any benefit and only the parent whom the Chief Executive is satisfied has greater responsibility may have the child taken into account. The appellant did not meet the statutory threshold of being primarily responsible for the children and therefore was not entitled to a Domestic Purposes Benefit; the Authority and Chief Executive did not err in law.
