The Corporation's 4 September 2009 determination of vocational independence was quashed because the Corporation's rehabilitation efforts and IRPs were superficial and failed to address the claimant's fundamental educational deficit necessary for the sedentary jobs identified; the claimant was not ready for the vocational independence process and the District Court on rehearing may assess the adequacy of rehabilitation and IRPs when determining vocational independence.
