Leave to appeal was refused because IAG did not identify an arguable legal or factual error of sufficient importance: the Tribunal lawfully admitted and considered IAG's late expert material, reasonably exercised discretion not to reopen expert conferral given statutory purpose to ensure timely resolution and the age of the claim, and any challenge to the Tribunal's internal peer review practice is procedurally more appropriately pursued by judicial review rather than by appeal.
