The Court dismissed the s29 applications because the Commissioner had taken steps to mitigate prejudice (release of deposit funds, conditional repurchase obligation, consent not to sell listed shares without respondents' consent), the alleged losses were speculative or not causally attributable to the restraining orders, and there was no material risk of oppression or injustice arising from continued operation of the restraints as to the specific assets.
