The 2010 injury occurred while the appellant was on paid leave for union business and not for the purposes of his employment, therefore it was not a work-related injury; consequently there was no entitlement to first week compensation for that incident and WorkAon's decision declining cover is correct; questions about incapacity from aggravation of the 2007 injury were outside the scope of the cover decision and required a separate primary decision.
