Regulation 7 and Schedule 4 of the 2012 Infringement and Reminder Notices Regulations, being the specific provisions governing stationary vehicle offences, prevail over the more general reference in reg 95 of the 2011 Regulations; therefore the infringement notices in Schedule 4 form were correctly issued and the applicants failed to show a matter of general or public importance or a miscarriage of justice required to grant leave for a second appeal under s 237.
