Because the administrator's appointment had been repeatedly confirmed and implementation of the Court‑sanctioned remedial scheme could be thwarted by owners' failure to give tenant notice or disclose tenancy details, the Court was entitled to join the named owners and order them to provide vacant possession and disclose any residential tenancy details by specified deadlines to enable the administrator to carry out the remedial works; the Court did not purport to terminate tenancies but required owners to take steps to enable compliance with the scheme.
